You may buy it not just at the National Book Store, but also at any department store or school supply boutique. The precise price of the Fine-Tech is 30 pesos, and you can acquire it at any National Book Store location. Instead of a rubber grip, it has a geometric, crystalline shaped-head that, while it takes some getting used to, does an excellent job of keeping your fingers from slipping forward and into the line of fire-metaphorically speaking, of course. I don't enjoy having those rubber tubes on my pens since they get dirty after a while and I don't like the feeling. Unlike some other pen brands, they don't have the rubber tube around the point, and I think it's all the better for it.
